Chemtrade Logistics Inc. has applied for a text amendment rezoning to the Zoning Bylaw in order to allow the continued use of the site for the manufacturing, processing, liquefaction, handling, storage, loading and shipping of liquid chlorine, subject to conditions. The proposal includes the new construction of a railcar loading building and condenser tower to improve the safety of the liquid chlorine operations on this 16.4-hectare industrial site currently occupied by several buildings that are part of Chemtrade’s existing chlor-alkali facility. No increase in production volume of the liquid chlorine is proposed. The applicant also proposes that the liquid chlorine production be time limited and subject to additional safety reviews. Bylaw 8778 received first reading on January 12, 2026 and a Public Hearing was held on February 24 and 25, 2026. On April 13, 2026, Council resolved to give the bylaw no further readings and abandon it at first reading. Following that decision, the applicant submitted new information and requested reconsideration of their application. The new information includes a proposed conditional approval framework addressing the time limit for chlorine operations and additional safety reviews. The Mayor subsequently initiated reconsideration of the application under section 131 of the Community Charter. On May 25, 2026, Council gave second reading to the revised bylaw and referred it to a new Public Hearing. The Public Hearing was held on June 16 and closed on June 17, 2026. Bylaw 8778 received third reading on July 6, 2026, and was adopted by Council on July 20, 2026.
